Mr. Cooper is a retired Air Force officer with over 20 years of active duty. His various oversea and stateside assignments include duty as the Foreign Claims Officer for the SE Pacific area and working with the Office of the President and the U.S. Congress Congressional Liaison Officer.

Following his military retirement, he was appointed as the first Executive Director of the Alabama Ethics Commission and served in that position for twenty years. Following his retirement from that position, he served as a consultant for the Institute of Public Administration in the Republic of Macedonia and assisted officials of that nation in drafting a conflict of interests law. He is the author of numerous articles in various publications and is presently a columnist for a local paper.

Mr. Cooper is married to the former Dolores Burleson and they are the parents of three children. His son and daughter are graduates of AUM.
